With the instructions of H.H Swami Sri Govindananda Sarasati Ji Maharaj – the Jagadguru Shankaracharya Badari Jyotirmath Seva Samiti®, Admin &.P.S we present this urgent memorandum regarding the severe security threats issued against Kashmiri Pandit and residents in J&K.
As the Uttaramnaya Badari Jyotirmath, established by Adi Shankaracharya 2500 years ago, the territory of Jammu & Kashmir falls under our historical, spiritual, and religious jurisdiction. It is our duty to ensure that the Hindu minority, sacred temples, and civil society in the Valley are protected, and that no untoward incident destabilizes the region.
1. CHRONOLOGY OF RECENT THREATS & MEDIA REPORT REFERENCES
We draw your immediate attention to recent documented intelligence and media reports detailing targeted intimidation against the Kashmiri Pandit community:
Initial Threat Letter (Reported August 7 – 12, 2026): As reported by The Hindu, The Indian Express, and Times of India, an online threat letter issued by the United Liberation Council (ULC)—identified by security agencies as a proxy front of Lashkar-e-Taiba (LeT)—publicly leaked names, phone numbers, and departments of Kashmiri Pandit government employees under the PM Rehabilitation Package, instructing them to cease government duties.
Escalated Direct Threats (Reported August 23, 2026):As highlighted in The Indian Express report dated August 23, 2026, a second letter signed by ‘Ahmed Bilal’ of the ULC was released. This letter explicitly published private residential locations, house numbers, and street addresses of Kashmiri Pandits, labeling them “white-collar traitors” and threatening targeted harm.
Historical Pattern (April 2025 – May 2025): Following the terror attack on pilgrims in Pahalgam in April 2025 and India’s subsequent military response (Operation Sindoor, May 2025), security agencies noted attempts by cross-border outfits and foreign mercenaries to re-engage anti-social elements inside the Valley. Intelligence suggests that these elements are coordinating with anti-national networks to create communal tension.
2. SPECIFIC DEMANDS & COMPREHENSIVE CHARTER OF ACTION
We call upon the Union Government, the Ministry of Home Affairs, the J&K State Administration, and the Armed Forces leadership to implement the following safeguards immediately:
1. Multi-Agency Investigation & Cyber Data Audit: Initiate an immediate NIA-led investigation to identify how personal details and addresses of Kashmiri Pandit employees were leaked to terrorist proxies. Conduct a strict forensic cyber-audit of state administrative databases to uncover any insider leak sources or cyber-breaches.
2. Creation of a Dedicated Rapid Action Force (RAF):Form and deploy a specialized, high-alert Rapid Action Unit tasked exclusively with counter-terror interception, perimeter security, and emergency response across vulnerable minority zones in the Valley.
3. Appointment of a Nodal Security Officer: Appoint a senior IPS Officer as a dedicated Nodal Security Liaison Officer to directly receive emergency threat reports from Kashmiri Pandits and coordinate immediate protection responses.
4.Fortification with AI & Drone Surveillance: Establish 24/7 perimeter cordons, paramilitary check-posts, smart CCTV integration, and localized drone patrolling across all key transit colonies, including Vessu (Kulgam), Sheikhpora (Budgam), and other regional housing complexes.
5. Safe Escorted Transport & Administrative Relief: Provide secured, escorted transport for employees commuting between transit camps and their workplaces. Ensure zero financial penalties or administrative harassment for staff requiring temporary relocation during active threat assessments.
6. Protection of Schools, Colleges & Temples: Deploy dedicated paramilitary personnel (BSF/CRPF) to secure educational institutions housing minority community students and staff, as well as historic Hindu temples and religious shrines across all Valley districts.
7. Tightened Border Security: Maintain maximum alert along the Line of Control (LoC) and International Border (IB), under joint operations of the Indian Army and Border Security Force (BSF) to prevent cross-border infiltration.
8. Mandatory 15-Day Action-Taken Report (ATR): We request the Union Home Ministry to formally communicate an official Action-Taken Report within 15 days of receiving this memorandum.
3. MESSAGE AND APPEAL TO THE KASHMIRI PANDIT COMMUNITY
To our revered Kashmiri Pandit, devotees, brothers and sisters: Do not succumb to panic or psychological intimidation caused by desperate threat letters from proxy terror groups like the ULC. Today’s Bharat is fully capable of neutralizing all anti-social elements, extremist outfits, and foreign terror proxies. The spiritual authority of Badari Jyotirmath Trust and H.H Poojya Sri Swamiji’s the full constitutional strength of the Indian Armed Forces stand behind your safety.”
We issue a heartfelt appeal to all Kashmiri Pandits across the nation: Do not abandon your homeland. Continue to live, work, and visit Jammu & Kashmir without fear, knowing that the nation and its security apparatus remain dedicated to your protection.
We pray to Shri Badri Vishal, Mata Sharada, Adi Shankaracharya, and Mata Kheer Bhawani for the safety of the Pandits of J&K and their families, as well as for the security of the Indian defense forces (Army and BSF), and also convey the divine blessings of the highly revered Shri Swamiji.
